INTRODUCTION
This special project and rudimentary for now, web site is a platform for various community engagement ad hoc needs. As of August 2026 these are:
- A means to access our entire body of work using a QR code. The Township prints and records paper versions. Hard copies are shared at all levels of government. Following a QR code (or our simple site URL) to the online versions bridges the paper/digital divide
- A means for community citizen-landowners to use our GIS capabilities interactively
- A means to rapidly deploy collaborative counter-measures in theatres of engagement beyond the Township Planning Commision era, if needed

Known Issues
- The base site plan image (panel arrays, vegetation and wetlands) is low resolution due to a fair use image scrape from the site application
- Parcels in close proximity to a super panel array concave region have less "red" wedge coloring than what the parcel encirclement demands
An Unlawful Encirclement: The Legal, Ethical, and Moral Inadmissibility of the Proposed Siting
The spatial analysis displayed above identifies 43 non-participating residential and agricultural parcels in Richland Township encircled by proposed utility-scale solar arrays across a perimeter span exceeding 180 degrees. This spatial geometry renders the proposed footprint legally, ethically, and morally inadmissible under three foundational legal pillars:
- Public Act 233 and the Mandate of "Prudence": Public Act 233 requires state-level siting decisions to evaluate environmental and community impacts with statutory prudence. As established in Michigan Public Service Commission (MPSC) precedents regarding infrastructure routing—such as the contested Rose & Robert Williams transmission line decision (Case No. U-21471)—the sheer count of heavily affected, non-consenting private parcels serves as a vital benchmark against arbitrary routing. Overriding township-level zoning harmony to subject dozens of non-consenting families to semi-encirclement by industrial-scale power electronics and panel banks violates any reasonable standard of administrative prudence.
- Michigan State Constitution & Inverse Condemnation: By surrounding quiet residential homes and active farms with heavy industrial-scale infrastructure, the project accomplishes an effective inverse condemnation—unlawfully stripping private properties of their rural zoning character, quiet enjoyment, and market value without due process or local legislative consent.
- U.S. Constitution (Fifth Amendment Takings Clause): Constructing an industrial envelope around a homestead constitutes a regulatory and physical "taking" without just compensation. Private property rights cannot be sacrificed to satisfy a utility developer's private commercial narrative.
For all the swirl regarding these sitings—hanging out there and being sinisterly oblivious to these considerations—they await eventual resolution in favor of the home owners so sacrificed.
